Description: The Road Centerline data layer (TransRoad_RDS) contains all town and state highways, as well as many private roads. The centerlines were originally developed under contract by Greenhorne and O'Mara under the guidance of VCGI (1992). VCGI was the original steward of the road centerline data between 1992 and 2004. The Vermont Agency of Transportation (VTrans) then took over the update and maintenance of the road centerline data layer and is now considered the steward of it. The data layer has been revised to match "Official" highway mileage. NOTE: Prior to 2013, TransRoad_RDS met the requirements articulated in the VGIS Road Centerline Data Standard (http://vcgi.vermont.gov/resources/standards). In 2013, there was a significant change in its schema as part of the effort between VTrans and E911 to merge their two datasets. The data layer includes the field structure agreed to by both entities, but most of the fields that are E911's have not been populated in this release. This layer is the most reliable source for official VTrans road class (AOTCLASS) information. However, this layer may not include every private road, and the road name information may not match exactly the EmergencyE911_RDS data layer. The EmergencyE911_RDS road centerline layer, maintained by Vermont's E911 Board, has the most up-to-date road name and address range information and includes all private roads.

Description: ELCFRANCHISE includes Vermont's Electric Utility Franchise boundaries. It is a compilation of many data sources. The boundaries are approximate and should be used for general planning purposes only. WARNING - The "official" master set of VT Electric Utility Franchise maps reside in paper files at the VT Public Service Board's office in Montpelier. The master maps (1:24,000 USGS topos) and associated legal documents are the only official sources used by the Public Service Board when determining/resolving boundary disputes. ELCFRANCHISE should never be used to determine actual boundary location; the official maps and documents must be consulted instead.

Description: Boundaries of the wirecenter serving areas for incumbent local exchange carriers (ILECs) in Vermont. The boundaries were developed from the paper maps by the PSD in the 1990s. This dataset was reviewed by the ILECs for an FCC process in 2013. The feature names were reviewed and updated then. The actual boundary polycons are of unknown precision, and are therefore useful only for general analysis.
Description: EmergencyE911_RDS was originally derived from RDSnn (now called TransRoad_RDS). "Zero-length ranges" in the ROADS layer pertain to grand-fathered towns that have not yet provided the Enhanced 9-1-1 Board road segment range information. RDSnn was originally developed using a combination of paper and RC Kodak RF 5000 orthophotos (visual image interpretation and manual digitizing of centerlines). Road attributes (RTNO and CLASS) were taken from the official VT Agency of Transportation (VTrans) highway maps. New roads not appearing on the photos were digitized with locations approximated from the VTrans highway maps. State Forest maps were used to determine both location and attributes of state forest roads. Some data updates have used RF 2500 or RF 1250 orthophotos and GPS, or other means for adding new roads and improving road locations. The Enhanced E911 program added new roads from GPS and orthos between 1996-1998. Also added road name and address geocoding. VCGI PROCESSING (Tiling and Added items); E911 provides the EmergencyE911_RDS data to VCGI in a statewide format. It lacks FIPS6 coding, making it difficult to extract data on the basis of town/county boundaries. As a result, VCGI has added FIPS6 to the attribute table. This field was originally populated by extracting MCODE value from RDNAME and relating to TBPOLY.PAT to bring over matching MCODE values. FIPS6 problems along the interstates and "Gores & Grants" in the Northeast Kingdom, were corrected. All features with an MCODE equal to 200 or 579 were assigned a FIPS6 equal to 0. The center point of these arcs were then intersected with BoundaryTown_TBHASH to assign a FIPS6 value. This information was then transfered back into the RDS.AAT file via a relate. A relate was established between the ROADNAMES.DBF file (road name lookup table) and the RDS.AAT file. The RDFLNAME attribute was populated by transfering the NAME value in the ROADNAMES.DBF table. The RDFLNAME item was then parsed into SUF.DIR, STREET.NAME, STREET.TYPE, and PRE.DIR, making addressing matching functions a little easier. Description: This layer is based on the Vermont E911 Road Centerline layer and depicts associated broadband deployment for each road feature. For each road feature the BB_TYPE field depicts the presence of Cable or FTTH deployment. The layer consists of three component parts: the 2021 FTTH layer, the 2021 Cable layer, and the E-911 Road Centerline layer. The FTTH and Cable layers themselves are also comprised primarily of features copied from the E-911 Road Centerline layer. Note that deployment does not always extend to to the complete extent of road segments so the layers include many clipped road segments and thus care must be taken in performing analysis using just road segment IDs in this layer as it includes duplicate segment IDs.The following procedures were employed in the creation of this layer.Step 1: The FTTH and Cable layers are primarily comprised of road segments with the ten (10) AOT CLASS entries listed below. However, the layers also include some segments from other AOT classes where service was reported and some features from the E-911 Driveways layer where service was reported.
