The ELTRN layer depicts electric transmission line corridors in Vermont.
Various methods have been used to digitize features. The data layer should be used
with caution. It has not been consistenly maintained since its initial release in 1992, and
already had some data quality issues when it was released in 1992.
Please make note that the UtilityTransmit_VELCOTRANS layer has more accurate and up-to-date
information for high voltage transmission lines in Vermont (those maintained by VELCO).

2003 UPDATE -
Updates provided by Windham County RPC were not
QA/QCed by VCGI. These includes arcs with a SRCORG = 21. However, it
is assumed that these attributes are in good order.
1992 RELEASE -
All lines were checked on translucent paper orthophoto
check plots by VCGI technicians. In many cases line
locations were very approximate, and an appropriate
accuracy code was assigned (item LOCMETH). Attributes for
line kilovolts (ELKV) and the visible corridor width
(ELWIDTH) were verified on the check plots.
The linework was brought together from ORTHO64 tiles
into a statewide coverage and statewide checkplots were
produced. The linework was visually checked against
available source maps (see Completeness_Report), and it
was noted that several short sections had not been
digitized (these remain undigitized). All dangling nodes
were resolved and line ownership (ELOWNER) verified to
the greatest degree possible with the given source maps.
Unnecessary pseudo nodes were then removed.
A separate statewide checkplot was used to verify
substation names.

In most cases, each major transmission line is
represented even where there are two transmission
lines in the same corridor, but in some cases only
one corridor centerline was digitized for sections
occupied by multiple transmission lines.

2003 UPDATE -
Updates provided by Windham County RPC were not
QA/QCed by VCGI. These includes arcs with a SRCORG = 21. However, the
data was developed by WRC and CVPS using GPS in the field. As a result
it is assumed that these arcs are complete.
1992 RELEASE -
Paper and RC Kodak RF 5000 scale orthophotos were used to determine
transmission line corridor center lines. Attributes were taken from
a Public Service Board "Vermont Electrical Systems Planning"
map (May 1974, revised 10-30-1986), including a separate inset map
of the Burlington area, and a VELCO "1956-1990" map.
Line accuracy standards were set as being within the
confines of the visible transmission line corridor. All
digitized transmisson lines were checked for line and
attribute accuracy by VCGI. Line work was checked with
translucent paper proof plots anchored to the source
photos with 1000 meter tics.
The accuracy of much of the linework is very
questionable. Many transmission lines were not visible on
the photos where they crossed urban or open lands, or
due to being constructed after the orthophotos were taken.
For about one third of the digitized lines, transmission line
locations were not clearly visible on the photos, thus the
line accuracy is very approximate (as coded in the
accuracy attribute LOCMETH). Where the corridors were
clearly visible, the digitized lines generally fall close to the
true corridor centerlines.
About a dozen short sections of line were apparently not
digitized, based on the PSB map; these have not yet been
digitized.
Transmission line arcs were digitized with the RF 5000
scale roads data (coverage RDSnn), and edgematched
at the orthophoto boundaries with a complex algorithm,
based on the distance between arc endpoints in adjoining
coverages and on the arc attributes. Adjustments were
made at photo edges (both automatically and manually)
when needed, so minimal line error may have been
introduced at the photo edges in some cases. Also, short
arc sections (generally less than 1 cm equals 50 m on
the ground) were added when needed at the corners of
the photos without reference to the source maps.
Major electric transmission lines include "transmission
lines", which carry 115 KV, 230 KV, or 345 KV, and "sub
transmission lines" which carry form 33KV to 69 KV.
Primary distribution (typically 13.2 KV) and secondary
distribution (220 V) lines are not included in this datalayer.
