Abstract:
This collection provides tabular Vermont Agency of Transportation (VAOT or VTRANS), Transportation data (1986-2001), by County.
TRANSPORTATION DATA- The initial database used to create town-level AADT and VMT numbers were the the 2000 Route Logs for State Highways VT and US numbered and Named State Highways. These numbers were aggregated by town to reflect traffic growth over time for as many communities as possible.
Funding for much of this data was provided by the UVM - Center for Rural Studies and the Vermont Center for Geographic Information. One may download Excel spreadsheets or comma-delimited ASCII textfiles of this data from the VGIS indicators webpage - <http://vcgi.vermont.gov/indicators/>
Purpose:
County-level data describing; Transportation patterns - contained within topological county boundaries, derived from the coverage BoundaryTown_TB250 (RF 250,000 scale).
Any suggestions regarding other data which should be included should be submitted to VCGI.

The boundaries do not line up well with coincident water features from the Digital Line Graph (DLG) data at RF 100,000 scale. Producing maps at RF 50,000 or larger scale should be done with caution to avoid obvious data accuracy problems.

AADT (Annual Average Daily Traffic)- AADT figures contain both actual and estimated volumes for each traffic section along a particular route. The methodology for deriving volumes follows - 1. An actual count, if one was available for the particular road segment. 2. In the case of an estimated count, if a coverage count was taken in a nearby section, the growth rate for that segment was applied to the section. 3. If no counts were taken in the vicinity, the statewide average growth rate for the appropriate class of road was applied, or the relationship of adjacent section(s) actual counts to appropriate turning movement. In compliance with the Traffic Monitoring Guide, the following rounding procedures are used in this data for actual and estimated 1996 AADTs - if count is greater than 1000, round to nearest 10. If count is less than 1000 round to nearest 100. The town-level and county-level AADT and VMT figures were recalculated in March 2002 using the 2000 Route Logs, rendering different totals than the 1998 Route Logs. These re-calculated figures replaced the 1998 calculated figures.
VMT (Vehicle Miles Traveled) - VMT figures are calculated using - AADT * Length of road segment (i.e. Ending Mile Marker - Beginning Mile Marker) listed on the route log for the particular section of road.
AGGREGATE TRAVEL TIME TO WORK (in Minutes) - Derived from "Journey to Work" statistics, which includes data on where people work, how they get to work, how long it takes to get from their home to their usual workplace, when they leave home to go to their usual workplace, and carpooling.
CLASS 1 TOWN HIGHWAYS - are those town highways which form the extension of a state highway route and which carry a state highway route number. The Agency of Transportation shall determine which highways are to be class 1 highways. Six percent of the state's annual town highway appropriation shall be apportioned to class 1 town highways. The apportionment for each town shall be that town's percentage of class 1 town highways of the total class 1 town highway mileage in the state. For further information, see VSA Title 17, Chapter 3, § 306 Appropriation; state aid for town highways.
CLASS 2 TOWN HIGHWAYS - are those town highways selected as the most important highways in each town. As far as practicable they shall be selected with the purposes of securing trunk lines of improved highways from town to town and to places which by their nature have more than normal amount of traffic. The selectmen, with the approval of the Agency of Transportation, shall determine which highways are to be class 2 highways. Forty-four percent of the state's annual town highway appropriation shall be apportioned to class 2 town highways. The apportionment for each town shall be that town's percentage of class 2 town highways of the total class 2 town highway mileage in the state. For further information, see VSA Title 17, Chapter 3, § 306 Appropriation - state aid for town highways.
CLASS 3 TOWN HIGHWAYS - The minimum standards for class 3 highways are a highway negotiable under normal conditions all seasons of the year by a standard manufactured pleasure car. This would include but not be limited to sufficient surface and base, adequate drainage, and sufficient width capable to provide winter maintenance, except that based on safety considerations for the traveling public and municipal employees, the selectboard shall, by rule adopted under 24 V.S.A. chapter 59, and after following the process for providing notice and hearing in section 709 of this title, have authority to determine whether a class 3 highway, or section of highway, should be plowed and made negotiable during the winter. However, a property owner aggrieved by a decision of the selectboard may appeal to the transportation board pursuant to subdivision 5(d)(8) of this title. A highway not meeting these standards may be reclassified as a provisional class 3 highway if within five years of the determination, it will meet all class 3 highway standards. The selectboard, after conference with a representative of the Agency of Transportation shall determine which highways are class 3 town highways. The Agency of Transportation may require any municipality which fails to comply with the class 3 provisional commitments to return all state aid generated by the section or sections of highways involved. Fifty percent of the state's annual town highway appropriation shall be apportioned to class 3 town highways. The apportionment for each town shall be that town's percentage of class 3 town highways of the total class 3 town highway mileage in the state. CLASS 4 TOWN HIGHWAYS - are all other town highways. The selectboard shall determine which highways are class 4 town highways.
STATE HIGHWAYS - are those highways maintained exclusively by the Agency of Transportation.
SCENIC HIGHWAYS - On the recommendation of the scenery preservation council, the transportation board may designate or discontinue any state highway, or portion of a state highway, as a state scenic road. The board shall hold a hearing on the recommendation and shall submit a copy of its decision together with its findings to the scenery preservation council within 60 days after receipt of the recommendation. The hearing shall be held in the vicinity of the proposed scenic highway. On recommendation of the planning commission of a municipality, or on the initiative of the legislative body of a municipality, a legislative body may, after one public hearing warned for the purpose, designate or discontinue any town highway or portion of a town highway as a town scenic highway. Such action by the legislative body may be petitioned by the registered voters of the municipality pursuant to the provisions of 24 V.S.A. § 1973. A town scenic road may be reconstructed or improved in a manner consistent with the standards established by the transportation board, pursuant to 10 V.S.A. § 425. A class 1, 2 or 3 scenic highway shall still be eligible to receive aid pursuant to the provisions of this title.
