Description:
Abstract:
High resolution land cover change dataset for State of Vermont during the period 2016 to 2021/2022. It was modeled with an existing 2016 (Time Period 1, or T1) land-cover map containing the following eight land cover classes: (1) tree canopy, (2) grass/shrubs, (3) bare soil, (4) water, (5) buildings, (6) roads, (7) other impervious, and (8) railroads. Using object-based image analysis mapping techniques, the T1 map was first refined, where necessary, using all remote-sensing imagery and GIS datasets available for 2016, including LiDAR, multispectral imagery, and thematic layers (e.g., roads, building footprints). The refined T1 map was then compared to imagery and GIS data corresponding to the period 2021/2022 (Time Period 1, or T2), identifying features that had changed during the analysis interval. Each change combination was assigned to a unique category that indicated both the "from" and "to" classes, enabling monitoring of specific types of change. Change combinations that are single digit refer to areas with no change for that corresponding class number. Using change combination 1 as an example, this combination refers to areas where tree canopy has not changed during the 2016 to 2021/2022 period. Within double digit change classifications, the first digit refers to the landcover class an area started as during the change period, while the second digit refers to the landcover class an area ended as during the change period. Using change combination category 15 as an example, this refers to areas that started as tree canopy in 2016, that were then classified as buildings in 2021/2022. If a change combination category does not exist within the dataset, though it is possible to exist within this system, that type of change did not occur. Draft output was manually reviewed and edited to eliminate obvious errors of omission and commission. The final dataset contains 60 total change classes. This landcover change was mapped from a top down perspective
Purpose:
This dataset was developed as part of Updated High-Resolution Land Cover Mapping for Vermont for State of Vermont. It shows how land cover changed during the period 2016-2021/2022, highlighting landcover classes that were gained or lost during the 2024-05-06 00:00:00-year period. It is intended for use in monitoring patterns of change in State of Vermont land cover. This dataset represents a 'top down' mapping perspective in which tree canopy over hanging other features is assigned to the tree canopy class. At the time of its creation this dataset represents the most detailed and accurate land cover dataset for the area.

LiDAR, 2016 (Time Period 1, or T1), Resolution Dependent on Location. Where available, original LiDAR point clouds were converted into derivatives that facilitate landscape analysis, including a digital elevation model (DEM) and a digital surface model (DSM). The DEM was subtracted from the DSM to produce a normalized digital surface model (nDSM) that indicates the height of aboveground features such as buildings and trees.

Thematic GIS Datasets, Various Dates. Thematic datasets representing building footprints, roads, road centerlines, sidewalks, driveways, parking lots, alleys, county boundaries, and other datasets were used to augment change detection.
Process_Step:
Process_Description:
Land-cover change mapping was performed in eCognition, state-of-the-art software for performing object-based image analysis. This expert-system technique segments input datasets into meaningful landscape objects and classifies them according to both their individual characteristics (e.g., vegetation content from spectral imagery, vegetation height from LiDAR) and their relationships to adjacent features. First, the existing T1 land-cover map for the Chesapeake Bay Watershed was refined, where necessary, using available LiDAR, multispectral imagery, and thematic GIS datasets. Refinement of the T1 map maximized its value in subsequent change detection. The T1 map was then compared to T2 data inputs, focusing on the most important areas of landscape change. The dataset contains 60 land cover change classes. .

Process_Description:
The manually-reviewed and edited vector polygons representing changes to tree canopy, impervious surfaces, and barren features were incorporated into the draft classification using eCognition. This review draft was then submitted to project stakeholders for further review and comment.
