Abstract:
The 2022 Topographically-defined Floodplains for Lake Champlain Basin were generated from high-resolution topographic data along rivers draining greater than 2 square miles. They are for planning and research use by government, academic, commercial and non-governmental agencies; they are not a substitute for FEMA Flood Insurance Rate Maps and they are not intended for regulatory use. The intent was to generate greater geospatial coverage of floodplains in the basin to support restoration and conservation project planning for improved water quality, enhanced flood and climate resilience, and expanded habitat and ecosystem functions.
The model (raster) is served as an ArcGIS Tile Layer and as individual HUC-based .tiff files (downloadable via https://maps.vcgi.vermont.gov/opendata/tileselect_opendata.html?IndexLayerName=Index_EmergencyFlood_LCBINUNDATION&FolderURL=https://drive.google.com/drive/folders/1kjiF04x-zqy_rq8F77IwVOTybheTy93o&cdownload=-1&InputLayerName=EmergencyFlood_LCBINUNDATION&DownloadFields=DOWNLOAD_G). A companion vector layer (Reaches, available via https://geodata.vermont.gov/datasets/2ac04b00651d4f399c54160643e5b53e_0/explore) is included with this dataset to reflect various parameters, notices, and warnings associated with the model run at each reach. The ArcGIS Tile Layer is served in the WGS 1984 Web Mercator Auxiliary Sphere spatial reference; the .tiff files and Reaches are in the NAD 1983 VT State Plane Meters spatial reference.

The Topographically-defined Floodplain maps were identified using the most up-to-date LiDAR coverage for the Lake Champlain Basin in Vermont, which included datasets collected between 2013 and 2017, all of which had the "QL2" rating. The hydro-enforced product was downloaded from the VCGI website. To assure that all barriers to flow were removed on streams draining 2 square miles or more, the DEMHE's were inspected and remaining barriers were removed by editing the original raster. Hydro-Enforced DEMs serve as the foundation for calculating relative elevations for the Height Above Nearest Drainage (HAND) rasters.

The NHDPlus HR dataset for the Lake Champlain 4-digut HU was downloaded from The National Map (https://www.sciencebase.gov/catalog/item/5f1b089682cef313ed8824c7) and used to define the reach extents. NHDPlusFlowlineVAA table was joined to the NHDPlusBurnLineEvent feature using the NHDplusID field, and dissolved based on ReachCode. NHDPlus reaches that had a maximum drainage area less than 5.18 square-km were excluded, as were those that fell outside the Lake Champlain Basin in Vermont.

The Stream Grid is used by the USGS StreamStats application to define the river network. NHDPlus downstream endpoints were created from the NHDPlusBurnLineEvent feature and snapped to the stream grid. The resulting shapefile of endpoints was submitted to the StreamStats V5.04 Batch Processing Tool for analysis of drainage area, upstream water storage, and mean annual precipitation to calculate the flood frequency statistics for that NHDPlus reach.
