Abstract:
This metadata applies to the following collection area(s): "Western VT" 2017 (Addison, Bennington & Franklin Counties) 0.7m and Digital Elevation Model (DEM) dataset with the following "hydro-treatment": *DEMHF. This metadata complies with the VT Geodata Portal format and applies to thematic layers with the same resolution (RESCLASS), e.g., 0p7m, 1m etc., and may include multiple data "collection" efforts. For original vendor metadata and reports containing specific details on each data collection, e.g., 'point cloud' flight dates, nominal pulse spacing, RMSEz and more, navigate to https://drive.google.com/drive/folders/1BFtJiwqPrO5iJ_HeSS8TeSrP-6xDo7RI. NOTE: The QL2 (0.7m) collections FOCUS reports contain myriad collection details in report form. The equivalent for the older QL3 collections are generally the “Project Reports". Available DEMs vary by collection and can include the following 'hydro treatment' DEMs: 1) Elevation*_DEM_*: ("pure" Bare Earth) - no treatments, i.e., a bare ground surface without objects like vegetation and buildings; 2) Elevation*_DEMHF_*: (DEM Hydro-Flattened)- Cartographic/Aesthetic enhancement of (topographic) surface by removal of Lidar artifacts in water. Constant elevation for waterbodies and suitable for contouring. Building voids remain due to cost; and 3) Elevation*_DEMHE_*: (DEM Hydro-Enforced): A (hydrologic) surface with drain connectivity used by engineers in Hydraulic and Hydrologic (H&H) modeling. NOT for traditional mapping (contours, etc.). Purpose:
To provide Vermont with the best available, Lidar based DEM and derived datasets. The VCGI Lidar Program is a collaboration of both public and private interests working towards the common goal of full state Lidar coverage. Ultimately, each Lidar dataset becomes integrated with the U.S. Geological Survey (USGS) 3D Elevation Program (3DEP) national data repository (3DEP abstract - https://pubs.usgs.gov/circ/1399/). Implemented in 2012 to address the growing need for high quality topographic data, the 3DEP absorbed its predecessor, the National Elevation Dataset (NED). Lidar in Vermont includes two "Elevation Quality Levels (QL)": "QL2" (statewide) and "QL3" (partial coverage) (See the "Resources: Lidar Data Quality Levels (QLs)" link for details at - "https://vcgi.vermont.gov/data-and-programs/lidar-program").

The project specifications require that only Non-Vegetated Vertical Accuracy (NVA) be computed for raw lidar point cloud swath files. The required accuracy (ACCz) is: 19.6 cm at a 95% confidence level, derived according to NSSDA, i.e., based on RMSE of 10 cm in the "bare earth" and "urban" land cover classes. The NVA was tested with 122 checkpoints located in bare earth and urban (non-vegetated) areas. Tested 0.095 meters NVA at a 95% confidence level using RMSE(z) x 1.9600 as defined by the National Standards for Spatial Data Accuracy (NSSDA). The NVA of the DEM was calculated using 122 independent checkpoints located in the Bare Earth and Urban land cover categories. Tested 0.267 meters VVA was calculated using 88 checkpoints located in the Forested, Brushland/Trees, and Tall Weeds/Crops land cover categories at the 95th percentile, derived according to ASPRS Guidelines, Vertical Accuracy Reporting for Lidar Data. Tested against the DEM.
