This datalayer contains Vermont forestry estimate data, by county, primarily obtained from the Vermont Forest Inventory and Analysis (FIA), conducted in the years; 1966, 1973, 1983, and 1997 by the USDA Forest Service. Inventory items for Grand Isle and Franklin Counties have been combined. See the 'Attribute Accuracy Report' for reasons.
Also included within this database are land-use change figures, reflective of the time periods; 1970s-1980s, 1980s-1990s, and the 1970s-1990s. This data has been made available by the Orton Family Foundation and the UVM School of Natural Resources, Spatial Analysis Lab.

Purpose:
County-level forest data describing changes in forestry activity (1966-1997) extracted from the USDA Forest Service Vermont Forest Inventory, contained within topological county boundaries, derived from the coverage BoundaryTown_TB250 (RF 250,000 scale). The forestry attribute data includes; Total Forestland, Total Timberland, Timber Harvests, Growing Stock Volumes, etc. Any suggestions regarding other data which should be included in this dataset should be submitted to VCGI.
Supplemental_Information:
Under the Authority of the McSweeny-McNary Forest Research Act of 1928 and subsequent acts, including the Renewable Resources Planning Act of 1974, and the Renewable Resources Research Act of 1978, the USDA Forest Service conducts periodic forest inventories of all states to provide up-to-date information on the forest resource of the Nation. The initial inventory of Vermont's forest resources was conducted in 1948. Succeding inventories were carried out in 1966, 1973, 1983, and 1997. This inventory involved a cooperative effort of the Vermont Department of Forest, Parks & Recreation, USDA-Soils Conservation Service (NRCS), the Green Mountain National Forest, and the Northeastern Forest Experiment Station.
How does FIA do its work? FIA consists of a nationally consistent core program which can be enhanced at the regional, state or local level to address special interests. The national core consists of three phases. Phase one is a remote sensing phase aimed at classifying the land into forest and non-forest and taking spatial measurements such as fragmentation, urbanization, and distance variables. This phase has historically been done using aerial photography, but is changing to a system based on satellite imagery. Phase 2 consists of a set of field sample locations distributed across the landscape with approximately one sample location (FIA plot) every 6,000 acres. Forested sample locations are visited by field crews who collect a variety of forest ecosystem data. Non forest locations are also visited as necessary to quantify rates of land use change. Phase 3 consists of a subset of the phase two plots which are visited during the growing season in order to collect an extended suite of ecological data including full vegetation inventory, tree and crown condition, soil data, lichen diversity, coarse woody debris, and ozone damage. Phase 3 plots, formerly known as FHM plots, will now be sampled in an integrated fashion along with the plots formerly known as FIA plots, allowing delivery of a seamless, comprehensive database.
The sampling procedure used during the 1997 inventory included the use of aerial photography, the remeasurement of a sample of ground plots established in earlier inventories, and the establishment of new ground plots. For Vermont, this procedure required the photointerpretation and classification of 21,976 new photo points and 823 previously sampled ground plot locations into land-use and cubic-foot volume classes. Then 823 ground plots from the previous inventory were remeasured and 103 new ground plots were established. Of the total 926 plots, 724 were forested at plot center. The data collected were summarized using the FINSYS computer system developed at the Northeastern Research Station.

The data in this database was extracted from the Vermont Forest Inventory and Analysis (FIA) program. The following paragraphs have been taken from documentation within cited documents at the end of this section. Attribute definitions are peculiar to these data. The terms so defined are not to be treated as generic in order to avoid misinterpretation. For further information, see the documents cited below in this section.
The data in this report are based on a carefully designed sample of forest conditions throughout Vermont. However, because field crews did not measure every tree or every acre in the state, the data are estimates. 'Accuracy' (success of estimating true value), 'Precision' (clustering of sample values, or variation among repeated samples), and Sampling Error (A statistical mearsure of reliability of an estimate) vary among indicators and by county. Sampling Errors have not been included within this database, but may be obtained from the "Forest Statistics of Vermont" publications.
COMPARISON BETWEEN INVENTORIES - Readers should use caution when comparing the data in the (1997) report with those in the 1983 report due to ongoing efforts to improve the efficiency of the inventory. Hence, not all attributes from an inventory year are strictly comparable to all other inventory years.
Forest Inventory uses Bureau of Census estimates of total land area in a state or county as the basis for estimating land area by various classes. For the 1983 report (1985), 1980 Bureau of Census data were used; in 1997, 1990 data were available. Between 1980 and 1990, the Bureau of Census changed its estimating procedures. It now can identify as inland water streams more than 200 feet wide and bodies of water 4.5 acres and larger in area. This procedure results in a reduction in total land area. Recalculated 1983 Forest Inventory data at the county-level has not been made available in this database.
FORESTLAND - The term is defined as at least 10 percent stocked with trees of any size, or that formerly had tree cover and is not currently developed for a nonforest use. The minimum area for classification is one acre.
TIMBERLAND - The term is defined as producing or capable of producing crops of industrial wood (more than 20 cubic feet per acre per year) and not withdrawn from timber utilization (formerly known as commercial forest land).
SOFTWOOD - Coniferous trees, usually evergreen, with needles or scalelike leaves.
HARDWOOD - Dicotyledonous trees, usually broad-leaved and Deciduous.
GROWING STOCK VOLUME - This includes those trees that are 5 inches and larger in diameter at breast height, d.b.h. (i.e. 4.5' above the ground), and are judged to be of commercial quality. Growing stock volume is attributed to timberland only.
NET BIOMASS OF ALL TREES - This definition includes Commercial species, Non-commercial species, Cull Trees, and Salvable dead trees at least 1" d.b.h. above ground level, excluding foliage.
STAND-SIZE CLASS - A classification of forest land based on the size class (e.g. seedlings, saplings, poletimber, or sawtimber) of all live trees that dominate an area. Seedlings (a live tree less than 1.0" dbh and at least 1 foot tall. Saplings (All live trees 1.0" - 4.9" dbh. Poletimber (A live tree of commercial species meeting regional specifications of soundness and form at least 5.0" dbh. Sawtimber (A live tree of commercial species at least 9.0" dbh for softwoods or 11.0" dbh for hardwoods, containing at least one 12 foot sawlog or two non-contiguous 8 foot sawlogs, and meeting regional specifications for freedom from defect.
FRANKLIN & GRAND ISLE COUNTY DATA- One of the many prerequisites for developing county-level statistics is that a county have at least 60,000 acres of timberland. Counties that do not meet this criterion have too few plots to allow reliable estimates. Such counties were paired with neighboring counties to create a sampling base large enough to provide reliable estimates. This pairing was required once during processing of Vermont data: Plots in Grand Isle County (56,742 acres total land) were combined with plots in Franklin County. In previous inventories (previous to 1973), Grand Isle County was not inventoried.
LAND USE CHANGE DATA- These indicators (e.g. Forested Land Changed to Non-Forested, etc.) have been created by Orton Family Foundation and the Spatial Analysis Lab. This data has been created using the North American Landscape Characterization (NALC) data set. The NALC project is a component of the NASA Landsat Pathfinder program of experiments to study global conversion issues. The principal data product of the project is the NALC triplicate; a data set consisting of Landsat Multispectral Scanner (MSS) images for three epochs: 1990-92, 1985-87, and 1972-74. The NALC imagery is sub-sampled to 60 meters from the original resolution of 80 meters. Caution should be used when using this data as it is only intended as a coarse indicator of land use change. Whilst the data produced from the MSS analysis significantly underestimates the amount of conversion due to development, it is more representative of large-scale development on the landscape.
LOW INTENSITY DISTURBANCE- This indicator was obtained from the Orton Family Foundation and the Spatial Analysis Lab. It is defined as; A crude measure of low disturbance land use change (i.e. mostly forestry operations which arguably are not a change in land use per se).
