The House district lines for this layer were determined from maps posted on the Vermont Legislature website (<http://www.leg.state.vt.us/reports/02redistricting/>), whilst the geospatial lines were selected from the datalayers - BoundaryTown_TBHASH (replaced by BNDHASH 6/2003), WaterHydro_VHD, TransRoad_RDS, Water Hydro_LKCH100, and TransRail_RR. Each House district is comprised of existing Vermont town boundaries, roads, railroads, rivers or streams, lake boundaries, or Block boundaries from DemoCensus_TIGER 2000 data (obtained from the 'Geography Network' - <http://www.geographynetwork.com/>)
The redistricting process of the Vermont State House and Senate is regulated by Act 151., which is an act relating to professional regulation and redistricting the Senate and the House of Representatives.
During conference negotiations between the House and Senate, it became necessary (for technical reasons) to append ALL of S.300, including both House and Senate reapportionment plans, to House Bill H.761, the Professional Regulation bill, which was passed as Act 151, An Act Relating to Professional Regulation and Redistricting the House and Senate, completing the 2002 legislative reapportionment. The major statistic used in comparing redistricting plans is the percent deviation (contained within the attribute table of this datalayer. Calculation of the Percent Deviation consists of - (1) An "ideal district", determined by dividing the population of the state by the total number of representative districts. With 150 House districts in Vermont, following the 2000 census, the "ideal district" would have a population of exactly 4,059. (2) The "deviation from the ideal" of each individual district is then calculated and expressed as a percentage. For example, a district with ten percent more population than the ideal district has a deviation of +10% and a district with nine percent less population than the ideal has a deviation of -9%. (3) The "overall deviation" from the ideal for the entire plan is calculated by adding the percentage deviation from the ideal of the largest district in the state plan to the percentage deviation from the ideal of the smallest district in the state plan (disregarding positives or negatives). If the largest district has a deviation of +10% and the smallest has a deviation of -9%, the "overall deviation" of the plan for the entire state is 19%. For reference, the redistricting plan enacted by legislature for the House in 1992 had an overall deviation of 17.6%

BoundaryOther_HOUS2002 was developed for compatibility with all other VGIS datalayers. Therefore, House districts do not follow most TIGER Census Blocks with precision. House district lines follow town boundaries, rivers, lakes, roads, and railroads. Please refer to these respective VGIS datalayers for consistency reports: BoundaryTown_TBHASH (replaced by BNDHASH 6/2003, however, HOUS2002 has not been revised to reflect this change), TransRoad_RDS, TransRail_RR, WaterHydro_LKCH100, and WaterHydro_VHD.
Completeness_Report:
The locations of the boundary lines for each House district were initially selected from Census 2000 TIGER/LineŽ Block data obtained from the Geography Network (<http://www.geographynetwork.com/data/tiger2000/>). Appropriate House districts were determined by selecting polygon FIPS codes as stated by the 2002, Act 151, House Block Equivalency files posted on the Vermont Legislature website (<http://www.leg.state.vt.us/reports/02redistricting/>). For the purpose of developing a uniform Vermont geospatial data infrastructure, another layer was then created using arcs from the BoundaryTown_TBHASH (replaced by BNDHASH 6/2003, however, HOUS2002 has not been revised to reflect this change), Water Hydro_VHD, TransRoad_RDS, WaterHydro_LKCH100, and TransRail_RR datalayers, which followed the block patterns in the initial TIGER data layer (In some cases, TIGER 2000 Census Blocks were used because no other data was available). The House districts were then verified based on visual inspection of an existing 2002 House district map posted on the State Legislature's website (see above URL). The attribute data (Population, Deviation, and Representatives) was obtained from this same source.

The line accuracy for this coverage is to be considered approximate. The BoundaryTown_TBHASH (replaced by BNDHASH 6/2003, however, HOUS2002 has not been revised to reflect this change) coverage was derived from several different sources and scales and since this coverage was derived from BoundaryTown_TBHASH the line accuracy cannot be considered any differently.
