Abstract:
These data contain floodplains identified on US Federal Emergency Management Agency (FEMA) FIRM's. The FIRM's are not georeferenced, nor do they appear to use a known projection such as UTM. Georeferencing for automation in a GIS was accomplished through manual overlay of reference features in GIS format such as roads, polygonal water shorelines, and stream centerlines. Floodplains are identified along rivers, streams, lakes, ponds, and wetlands. These data identify possible flood-prone areas, but they do not constitute a delineation of floodplain boundaries. These data represent a starting-point for floodplain mapping in the GIS environment. They are however, an identification of floodplains and not a delineation of floodplain boundaries for 100- and 500-year events. These data require refinement and correction, or complete regeneration in a georeferenced format. The data indicate in what general areas lands likely to be flooded lie, but they do not constitute a floodplain boundary delineation. They should be used with caution, bearing in mind they could be highly inaccurate in some locations. Finally, only the FEMA FIRM's are the official floodplain maps; not these data. Therefore site-specific determinations using these data is inappropriate; site-specific determinations should be done using the source FIRM(s), site inspections, interviews of people who witnessed historic floods, and if needed, hydrologic engineering studies.

FIRM's identify areas subject to flooding based upon hydrologic and hydraulic analyses. Floodplain designation is given in terms of the likelihood or risk that an area will be inundated. This is because FEMA developed FIRM's to assist insurance underwriters in writing policies for property owners in flood-prone areas. In terms of land use regulation by municipalities, the studies which accompany FIRM development state that FIRM's are "designed to assist communities in developing sound flood plain management measures." No other detail or caveats are given beyond this statement.
Hydrologic analyses used historic flood information to establish peak discharge-frequency and elevation-frequency relationships at selected recurrence intervals for flood sources in the study community. Hydraulic analyses measured and modelled the characteristics of flood sources to provide estimates of the elevations of floods at at selected recurrence intervals.
For inland areas such as Vermont, three types of flood plains, or Flood Insurance Zones are identified. Zone A is areas flooded by an 100-year event (a 100-year recurrence interval). Zone B is the additional area outside of Zone A that is flooded by a 500-year event. Zone C are areas of minimal flooding. In any given year there is a 1% (1 in 100) chance that an area in Zone A will be flooded; this risk rises to 40% for a 50-year period, and to 60% for a 90-year period. In any given year there is a 0.2% chance that an area in Zone B will be flooded.
Areas in Zone A are commonly referred to as 100-year flood- plains, and those in Zone B are called 500-year flood- plains. Note that Zone B is the additional area above Zone A in elevation that would be flooded by a 500-year event; in actuality a 500-year floodplain includes all of the 100-year floodplain, as Zone A is flooded with five-times greater frequency than Zone B. The zone designations are contained in the ZONE item in the PAT.
There is also an occasional Zone D, areas where the flood risk was not determined. These area areas not studied, and hence can be considered missing data - unknown flood risk. In Chittenden County the single Zone D are is the UVM Research Forest in Jericho.
For insurance applications, flood zones are further differentiated with ratings which correspond to Flood Hazard Factors (FHF's) used by insurance underwriters in insurance rate tables. Shown as numbers appended onto the ZONE on FIRM's, this rating (HAZARD in the .PAT) is a relative measure of the variablity flood water level between a 10- and 100-year event. (If HAZARD is blank (missing) on the FIRM's, it indicates that this rating was not determined. Letter HAZARD codes indicate variations on not determining the rating.) The higher the HAZARD number, greater the flood elevation difference between the 10 and 100-year flood events. A low HAZARD number means that the water level of a 100-year flood is not that much greater than that reached in a 10-year flood. Since flood water level elevation is determined by stream channel shape, watershed and floodway topography, the HAZARD rating will vary with location along river or stream.
An insurance underwriter will use the HAZARD number and ZONE to derive a FHF (Flood Hazard Factor). The FHF is used in insurance rate tables to derive policy premiums. FHF's increment up by 5 starting with A1 (i.e. ZONE = A and HAZARD = 1), as shown below.

Since FIRM's identify 100-year floodplains, HAZARD or FHF provide a measure of the likelihood of flooding in 10-year events, which have a 10% chance of occurring in a given year. A lower FHF rating indicates that a larger portion of the 100-year floodplain area will be inundated by a 10-year event. For insurance underwriters, a lower FHF equates to a greater chance of having to pay a policy holder for flood damages, as 10-year flood events occur with ten times greater frequency than 100-year events. FHF designations can be found in the HAZARD item in the PAT.
The numerical flood elevation difference relate to FHF as follows. If the flood elevation difference between the 10- and 100-year events is 0.7 foot, the FHF is 005 (HAZARD = 1). When the difference is 1.4 feet, the FHF is 015 (HAZARD = 3), and for an elevation difference of 5.0 feet, the FHF rises to 050 (HAZARD = 10).

FIRM's must be georeferenced prior to automation in a GIS, that is the maps must be put into a coordinate system. The methodology employed takes great liberty in this step. It was hoped that since USGS topographic quadrangles are in the Universal Transverse Mercator (UTM) projection, the FIRM's would use the same. This was found to not be the case. The FIRM's appear to be projection-less, or arbitrary.
The methodology is as follows. Mylar overlay plots of Vermont State Plane (NAD27) GIS data were produced at the FIRM map scale. Roads, rail, political boundaries, and surface waters were plotted, and were used to orient the overlay to the same features shown on FIRM's. The floodplain boundaries could then be traced onto the mylars. Since the overlay plots also included a 500-meter Vermont State Plane grid, the overlays could then be registered, and the FIRM linework digitized directly into State Plane meters.
Road and rail lines came from 1:5000 orthophotos. Political boundaries came from a variety of sources. Surface water data were a problem because Chittenden County lacks reliable data. Existing stream centerline data are of questionable accuracy and precision and could not be used for this project. Therefore stream centerlines appearing on a FIRM were digitized from 1:24000 USGS topographic quadrangles for use on the mylar overlays. For polygonal water, either 1:20000 orthophoto or 1:5000 orthophoto water was used. The FIRM's themselves were at a variety of scales, ranging from 1:4800 to 1:12000 (see FLP.MAPS).
The State Plane data does not overlay FIRM features with any degree of precision. Overlay and floodplain boundary transferral was done section-by-section, with reorient- ation, backing-up or advancing forward along a river occurring every 8-12 inches at plot scale. Hence flood zones were stretched, shrunk, or pulled relative to the source FIRM. Care was taken to minimize this by giving the most reliable reference features the most weight. More reliable reference points on the FIRM's are points where hydrogists/engineers studied or tied into to calculate flow rating coefficients and to estimate flood elevations. These are typically features near the flood-source water body such as roads, and also include elevation reference marks (RM's), bridges and culverts. Features far from the floodplain and political boundaries were given little weight.
Mapping of floodplains by FEMA was done on a town-by-town basis, which resulted in two shortcomings with the FIRM maps. First, Towns were asked to participate in the mapping process. By this it is presumed that Towns were asked to contribute money to the project, and all but 3 Chittenden County towns participated. For the non- participating Towns of Hinesburg, St. George, and Westford, the mapping quality is not as detailed and tends to be done at smaller scales. Specifically, the maps for these three Towns are rough and floodplains are very approximate. Mapping quality and source scales are documented in FLP.MAPS for each set of Town maps. (Also note that while Buels Gore is not mapped, supporting documentation was found stating that no flood-prone areas were identified in Buels Gore.) The second problem is that Town FIRM maps were not edgematched one to another. Therefore floodplains begin or end on Town boundaries in these data.
Other problems arose in transferal of FIRM linework to Vermont State Plane coordinates. There were instances where the State Plane reference surface water data did not fall within the corresponding FIRM floodplain at all. Overlay orientation would have been so excessive that the resulting linework would be arbitrary. Except for major water features, the FIRM floodplain was drafted as shown, resulting the the corresponding USGS stream going outside the floodplain. For major water features, such Lake Iroquois in Williston, the floodplain was drafted by eye to match that on the FIRM relative to the water feature using the orthophoto or USGS water feature. As noted above, occasionally a floodplain identified on one town FIRM stops at the town boundary and is not continued on the abutting town's FIRM. For these, dummy arcs were added to close polygons. If the dummy arc was a political boundary, it received a SOURCE code of TB or COUNTY. Notes were entered into FLP.NOTES describing all such problem areas.
Finally, the arc SOURCE code uses a DUMMY value. This was used to divide two HAZARD areas within a given ZONE, such as dividing zone A4 from zone A8. Arcs dividing two different ZONEs, such as A from B, are coded SOURCE = FIRM. Any exceptions are described in FLP.NOTES.
