Use_Constraints:
The distributor shall not be held liable for improper or incorrect use of this data, based on the description of appropriate or inappropriate uses described in this metadata document. These data should not be used at scales greater than 1:24,000 for the purpose of identifying hydrographic watershed boundary feature locations in Vermont. The U.S. Department of Agriculture, Natural Resources Conservation Service, should be acknowledged as the data source in products derived from these data. The Vermont Watershed Boundary Dataset is public information and may be interpreted by all organizations, agencies, units of government, or others based on needs; however, they are responsible for the appropriate application of the data. Federal, State, or local regulatory bodies are not to reassign to the Natural Resources Conservation Service any authority for the decisions they make. The Natural Resources Conservation Service will not perform any evaluations of these maps or purposes related solely to State or local regulatory programs. Photographic or digital enlargement of these maps to scales greater than that at which they were originally delineated can result in misrepresentation of the data. If enlarged, the maps will not include the fine detail that would be appropriate for mapping at the small scale. Digital data files are periodically updated. Files are dated, and users are responsible for obtaining the latest version of the data from the source distributor.

Attribute_Accuracy:
Attribute_Accuracy_Report:
The accuracy of this data is dependent on the level of detail of the source material and the interpretation procedures for capturing that source. The primary limiting factor for the level of detail of the source is the scale (1:24,000) of the enhanced digital raster graphic (DRG-E). The map scale determines the level of content that may be extracted from the given source during digitization. (1) 60% of the boundary locations were visually verified using enhanced digital raster graphics (DRG-E) as a reference. Occasionally (<5%) local knowledge was used to verify boundary locations or digital orthophoto quads of the area were reviewed. (2) 100% of the huc_12, huc_10 and huc_8 values were verified visually for accuracy. (3) 100% of all other attributes were visually checked and compared with those of surrounding subwatersheds.(4) The hu_10_mod and hu_12_mod attributes were visually verified for accuracy of interbasin transfers during the semi-automated attribution process. Dam locations were identified by overlaying the National Inventory of Dams as a points layer.
Logical_Consistency_Report:
There are no unclosed polygons, intersections without nodes, or polygons without labels or with more than one label. ArcInfo topological checking programs CLEAN, INTERSECTERR, LABELERRORS, and NODEERRORS were used to correct intersections without nodes, identify unclosed polygons and remove duplicate lines with the same beginning and ending nodes. All sliver polygons were removed.
Completeness_Report:
All fields for all polygons in the .pat are attributed. Some polygons in the Ncontrb_a field might have a 0 value. All fields for the lines in the .aat are attributed. The WBD was produced using Enhanced Digital Raster Graphics (DRG-Es) digital images as source map. Data completeness for DRG files reflect content of the source graphic and may therefore be reflected in the completeness and accuracy of the WBD.
Positional_Accuracy:
Horizontal_Positional_Accuracy:
Horizontal_Positional_Accuracy_Report:
The map was digitized from USGS 1:24,000-scale quadrangle base maps, with an inherited error of +/- 40 feet according to USGS National Map Accuracy Standards. It is estimated that the errors detected were less than 10%. It should be noted that while general rules of hydrology were used (i.e. water flows downhill), the location of boundaries is still somewhat subjective as the 1:24,000-scale quadrangles do not always provide enough information for identifying the location of the boundaries. In some of these instances, further investigation and discussion with local authorities, engineers and others cleared up discrepancies. Please refer to the methods section for more details on watershed delineation rules. It should be noted that the data was digitized using NAD27 horizontal datum as that is the native datum of the quadrangles and of digital raster geographics (DRG). The data was then projected to NAD83 horizontal datum as requested for NRCS review and archival. If the Vermont data is reprojected to nad83 and overlaid on the DRG-Es with the NAD83 DRG-Es it can be assumed that the boundaries will be off by less than 2 meters. As with the original DRGs, DRG-E is cast in the Universal Transverse Mercator projection and is referenced to the NAD27 datum.

Watershed delineation in the Lake Champlain Basin on the New York side.
Process_Step:
Process_Description:
Arcs digitized for watersheds and subwatersheds from paper 1:24,000 USGS topographic quadrangles obtained from the Vermont Center for Geographic Information (VCGI). Not all watersheds or subbasins (cataloguing units) were drawn on these maps. They provided a basis from which to start the digital map. Watershed boundary lines were digitized on a CalComp 9500 digitizing tablet at the UVM Spatial Analysis Lab. RMS error was kept below 0.006. Log sheets were kept, with date, tics, RMS error, etc.
Process_Date: 1994
Process_Step:
Process_Description:
Map delineation on paper topographic quads. The USDA NRCS was primarily responsible for designating the size and subdivision (e.g. location of subdivision points on the stream: of the major watersheds based on the project goals. The NRCS map which was to be corrected and subdivided further was the published hard copy map, "Hydrologic Unit Map - 1981", based on the source data U.S.G.S. 1:500,000 base map. The map contained only 8- and 11-digit watershed lines.
Process_Date: 1995
Process_Step:
Process_Description:
Obtained arcs digitized by Vermont Center for Geographic Information (VCGI) in a coverage called VTBASHU11. All arcs from this coverage were originally labeled 'VCGI' in an item called SOURCE, but some were deleted or replaced. Project constraints did not allow checking of every arc from this coverage, but those that were checked and proved to be incorrect were corrected.
Process_Date: 1996
Process_Step:
Process_Description:
Bob Hammond, of USGS in Pembroke, NH, reviewed all watershed and subbasin lines, making some minor changes. USGS did not check the subwatershed lines.
Process_Date: 1996
Process_Step:
Process_Description:
Refined the sizes and subdivisions of watersheds into subwatersheds. Decisions were based on the following: a. NRCS National Instruction 170-304: Guidelines for Mapping and Digizing Hydrologic Units. b. Input from NRCS Field Offices to proposed delineations. c. State of Vermont River Basins with Surface Water Bodies: Watershed Boundaries and Names. Similar watershed boundaries and names were adopted where feasible to coordinate with the State Agency of Natural Resources. d. Correction of errors in the existing 11-digit hydrologic units.
Process_Date: 1998
Process_Step:
Process_Description:
Reviewed available maps of hydrologic units for New Hampshire, New York and Massachusetts. Revised some existing arcs to match.
Process_Date: 1999
Process_Step:
Process_Description:
Used ArcEdit to do heads-up digitizing of Quebec areas north of the Vermont border with Canadian DRGs at 1:50,000 scale as backdrop.
Process_Date: 2000
Process_Step:
Process_Description:
Redelineation of entire subbasins onscreen with DRG-Es: entire Connecticut River drainage area, including New Hampshire portion. USGS NHD and WBD Coordinators asked that we meet the standard so that subbasins, watersheds and subwatersheds each have a single pour point. All of the CT River Vermont-side subwatersheds ended in the middle of the river, so these were completely re-drawn, using existing arcs where possible. Lake Champlain subbasins were similarly corrected.

Process_Description:
Edited attributes to meet revised Hydrologic Unit Digitizing Standard.
Process_Date: 2002
Process_Step:
Process_Description:
Corrections to Lake Champlain delineations based upon error reports from USGS WRD in Pembroke, NH. These error reports came from NHD pre-conflation comparisons with Subbasin boundaries.

Process_Description:
VCGI acquired latest version of WBD from NRCS-VT Nov. 2003, reprojected to VCS NAD83 and modified metadata to reflect changes made to HUC10 & HUC12 attributes for Lake Carmi subwatershed before loading into VGIS Data Warehouse. Did not use latest version from NRCS website as they have yet to remediate the Lake Carmi error. Data flagged as a preliminary release since there are areas in NY with no HUC12 boundaries yet delineated.
