Abstract:
This metadata record describes the acquisition and production of natural color and color infrared digital ground orthoimagery covering a portion of Vermont State. The digital orthophotography and color infrared digital orthos are composed of 24 bit natural color digital orthos at a scale of 1 to 4,000 with a 0.5 meter pixel resolution.
Purpose:
This orthoimagery has been acquired by the State of Vermont for use in the development of a geographic information system (GIS). GIS is a tool that is used to promote effective environmental management of the facility as well as inventory and management of the facility assets and resources. The acquisition, production, and delivery of natural color digital orthoimagery covering the project area was a coordinated effort between Fugro EarthData, Inc. and the Vermont Center for Geographic Information, Inc.

Compliance with the accuracy standard was ensured by the placement of GPS ground control. The following checks were performed: 1) The ground control and airborne GPS data stream were validated through a fully analytical bundle aerotriangulation adjustment. 2) The DSM (Digital Surface Model) data was checked against the project control. The technician visited and confirmed the accuracy of the points during initial processing. 3) Digital orthophotography was validated through an inspection of edge matching and visual inspection for image quality.

The aerial imagery acquisition for Vermont State was flown to support the creation of digital orthophotography with a 0.5 meter pixel resolution. The aerial photographic mission was composed of a total of 3 lifts consisting of 21 North-South oriented flight lines. Photography was obtained at an altitude of 4,825 meters above mean terrain. Aerial photography was collected in conjunction with airborne GPS; the stationary GPS receiver was positioned over a control point located at the airport. All imagery was collected using the Leica ADS80 digital pushbroom sensor.

Vermont Agency of Transportation successfully established ground control for the project area. A total of 42 ground control points were acquired using GPS for both vertical and horizontal coordinate values.

Process_Description:
The unprocessed ADS80-SH82 data and accompanying GPS and IMU data for each collection was downloaded from the removable flash drives and checked to verify that no files were corrupted and that all data could be downloaded. Sample segments of the imagery were inspected in an uncorrected state to verify the integrity of each data collection. The GPS/IMU parameters for each collection are optimized using the ground control points and the error calibration map. The horizontal and vertical positions of all ground control points in the block were observed in each spectral band. Aerotriangulation (AT) was accomplished as a component of Fugro’s exclusive Pixel Factory process. The ground control, GPS, and IMU information was ingested and tie points between strips were identified. The AT produces a bundle adjustment for each data block (consisting of multiple lifts or collections). A digital file containing the RMSE computations of the adjustment was derived. The results of the adjustment were verified through the development of a sub-sampled panchromatic mosaic chip for the data collection. The mosaic was corrected using the aerotriangulation points only. This mosaic was inspected by the photogrammetric technician to identify any gross errors in the adjustment, as well as the identification of any voids or image quality problems. A full report on the methodology and results of the AT adjustment is being delivered with the final orthoimagery.

The Pixel Factory process was used in the generation of the digital surface model (DSM) for orthorectification of the imagery covering a portion of Vermont state project area. Digital surface modeling is based on an auto correlated pixel-matching system within the Pixel Factory system. The auto correlated DSM represents the initial surface model. The model is verified to ensure that there were no voids, and that the data covered the project limits. An automated filter routine was run that filtered out non-ground features such as trees, noise, and buildings. Each tile was checked and manually edited where necessary. Any voids left over from feature removal were filled interpolated values. The resulting digital elevation model (DEM) was used in the rectification of the ground orthoimagery.

The digital orthophotography is comprised of a 24 bit, natural color and color infrared, 0.5 meter pixel resolution ground orthos for the project area. The Pixel Factory process was used in the generation of the orthoimagery covering all project tiles. The rectification process was then run using the processed DSM and the radiometrically balanced imagery on each flight line. The quicklook (reduced resolution rectification) of each flight line was exported out of Pixel Factory. Radiometric adjustments were made to the quicklooks using Fugro proprietary tools. The radiometrically balanced imagery was then re-imported into the Pixel Factory system and the histogram from the quicklook was applied to the full resolution imagery. Mosaic lines were placed, joining the ADS80 imagery strips. This created a mosaic of the 2013 project area. Additional mosaic lines were then placed between the 2013 mosaic and the 2012 mosaic. These mosaic lines are called tie lines. This process joins the other project areas flown on previous years with the current project area. An initial QA/QC was performed by the technician to ensure that the mosaic lines were appropriately placed and that there was appropriate imagery coverage. The final imagery data set is removed from the Pixel Factory environment in a process called "packaging" where the individual tiles are created. All data processing in the Pixel Factory system is performed in UTM meters, it is during packaging that the final datum and projection are defined; NAD83(2011), Vermont State Plane, Meters. The created tiles are reviewed to ensure the output was successful and ground control points are measured and verified for accuracy. QA/QC was performed looking for anomalies, smears and other indications of problems within the digital orthophoto creation process, and interactive radiometric adjustments were applied where needed. Additional global radiometric adjustments were applied to the completed orthos in Adobe Photoshop to enhance the color and/or contrast as needed. The orthos were clipped to a project boundary consisting of 4,000 meter by 4,000 meter tile layout. The orthos were produced as GEOTIFF. Fugro proprietary software was used to generate the specified header information in the associated TFW file. All data was delivered on firewire.
