Abstract:

FacilitiesSchools_PTSCHOOL is designed to provide point locations of every Vermont School along with the established school ID (PSID) for geographic analysis of school statistical data. The 2020 update was conducted without the benefit of Agency of Education (AOE) primary and secondary school registry information as an interim solution for potential short term pandemic related support. All features are now coincident with E911 sites. Once the dust settles a copy of the registry should be used in an additional update effort to ensure completeness. Independent schools were added from the "Directory of Vermont Approved and Recognized Independent Schools, Approved Tutorials and Distance Learning Schools, Other Educational Programs, and State-Operated Facilities". Originally created in 1997 by Vermont's Regional Planning Commissions, each school name and location was verified by each School Supervisory Union and merged into a single coverage by VCGI. The next update came in 2003 with VCGI using an updated list of schools from the VT Department of Education that was subsequentially validated in 2004 by the DOE. Skipping forward to 2014, the DOE updated the representations of Vermont's public K12 school locations for school year 2014 and VCGI split the layer into two distinct feature classes: 1) VT School Locations - K-12; and 2) VT School Locations - Post-Secondary.

The initial data point digitized in 1997 were evaluated using test plots of school locations for each school district were sent to school Supervisory Unions for verification of location accuracy and school name.
The data layer was revised by VCGI in 2003. Updates were made by a GIS Technician (Ryan Ochs). 1. Compared with the state list.(matched on psid) 2. Pulled all the non-matching, tech schools, and post-secondaryinstitutions.(created a y/n match field) 3. Manually checked the non matching schools to see what may have inadvertently been pulled out. Done by checking state sites, emailing, etc. 4. Merged the tech schools and colleges back in to the layer. 5. Checked the college and tech schools to verify existence. Removed the non-existing ones. 6. Merged with county and tbhash to get correct county names. Also added fips6 field.
VCGI posted new data to this data set in 2014. 1. Vermont Agency of Education provided new data for public K12 schools to VCGI. 2. VCGI exported records of pre-existing feature class with POSTSEC=Y to a new separate feature class. 3. VCGI replaced the pre-existing feature class with the new K12 data and renamed that feature class.
VCGI revised existing and added new data in 2020. 1. "Snapped" all locations to corresponding E911 sites. 2. Added Independent schools from AOE report. 3. Subsequent update with AOE primary and secondary school registry is recommended. ess.
