2022 update. The statewide wind potential layer used in the Act 174 effort represents three combined wind resource layers: Potential Residential and Small and Large Commercial Areas: 1) "Environ_Wind_poly_LrgCmrcl70m"; 2) "Environ_Wind_poly_SmlCmrcl50m", and 3) "Environ_Wind_poly_Residential30m". For insight on creating these layers see this methodology link - <http://www.vtenergyatlas-info.com/wind/methodology>. The data was further processed to meet the requirements of Act 174 by removing areas with “known constraints” and to identify areas with “possible constraints” as outlined in the “Act 174 Energy Planning Standards” (see municipal guidance link above). All constraint layers represent 2022 conditions. Originally created for the 2010 Renewable Energy Atlas of Vermont (REAVT) effort, this layer and the Renewable Energy Atlas are now hosted by the Energy Action Network (eanvt.org).
Purpose:
To assist in Act 174 efforts to identify potential areas for the development and siting of renewable nergy resources. Note: See links above for methodologies, attribute descriptions and other details etc. All wind layers were also processed to remove none viable areas (low average wind speed - noted in municipal guidance document) from the analysis. The raw wind layer input for the Act174 effort is a "union" of these three layers:

For spatial and attribute accuracy of the applied constraints refer to the "QAQC Procedures" section of the Act 174 municipal guidance link noted above overviewing the process of using 50 randomly generated control points to verify results.
Logical_Consistency_Report:
Data production was automated using both the Python scripting and ESRI Model Builder environments using best available data. All analytical results should be qualified relative to the data sources employed and a judicious view adopted when comparing data from different sources. All data was processed within a set spatial data extent in the Vermont State Plane coordinate system. All raster data processed using a consistent extent, snap raster and cell size.

For a description on how the "raw" renewable energy layers were integrated with Act 174 contraints layers refer to the methodology overview document at https://vcgi.vermont.gov/opendata/act174. These layer(s) represents the "best available" data of their kind using current source information available for the ENTIRE STATE. While there may be better individual sources of data covering portions of the state, the goal of producing consistent, statewide renewable layers required the use of only statewide available source data.
