Abstract:
This metadata applies to the following collection area(s): Eastern VT 2014 0.7m and related 'normalized' Digital Surface Model (nDSM). Created nDSM using the ArcGIS 'MINUS' command where each pixel represents the height above ground (not above sea level) and is calculated by subtracting the DEM from the DSM, with vertical units in meters. This metadata complies with the VT Geodata Portal format and applies to thematic layers with the same resolution (RESCLASS), e.g., 0p7m, 1m etc., and may include multiple data 'collection' efforts. Purpose:
To provide Vermont with the best available, Lidar based DEM and derived datasets. The VCGI Lidar Program is a collaboration of both public and private interests working towards the common goal of full state Lidar coverage. Ultimately, each Lidar dataset becomes integrated with the U.S. Geological Survey (USGS) 3D Elevation Program (3DEP) national data repository (3DEP abstract - https://pubs.usgs.gov/circ/1399/). Implemented in 2012 to address the growing need for high quality topographic data, the 3DEP absorbed its predecessor, the National Elevation Dataset (NED). Lidar in Vermont includes two 'Elevation Quality Levels (QL)': 'QL2' and 'QL3' (See the 'Resources: Lidar Data Quality Levels (QLs)' link for details at - 'https://vcgi.vermont.gov/data-and-programs/lidar-program').

DEM deliverables were tested by the providing vendor and the U.S. Geological Survey to be compliant with the Lidar Base Specification. 2013-2015 DSMs were created by UVM-SAL while 2016 & 2017 DSMs were part of original vendor deliveries. DSMs and the nDSMs created by VCGI were subject to an extensive quality control quality effort – see Vertical Positional Accuracy Report below for details. For each vendor provided 'collection extent', all data is seamless from one tile to the next, no gaps or no data areas.

While DSMs and the derived nDSMs datasets should technically mirror source DEM accuracies (RMSEz in open terrain is 9.25cm for QL2), the cost intensive processing applied to DEM source points, e.g., 'point classification' = 'last return', was not applied to the DSM source points, e.g., ‘point classification’ = 'first return', for cost reasons. The impact of this cost saving measure were a small number of 'Noise' points classified as 'first return' not filtered from the point cloud source data resulting in 'out-of-range' values for both DSMs and the nDSMs map algebra derivatives (DSM – DEM). These values were more extreme and observable once mosaic datasets for the nDSMs were created and exhibited an unrealistic value range of -539m to 1374m for “height of feature” objects where the tallest natural feature is 44m, tallest building is 40m and tallest wind turbine is 80m (excluding cell towers and transmission lines).
